Certainly he is the co-eader of the unit and getting a 2 or 3 episode arc is his due. All the members of the unit get arcs to explian their personalities and growth, Hotch has just goe through the breakup of his marriage and his wife has custody of their son. He feels like his life is a mess and he has been a failure. I think next season will show him coing to terms with his situation as well as getting over his grief about his marriage and becoming interested in other women.
